The Kremlin has said Russia supports a "balanced approach" to the use of nuclear weapons. According to Al Jazeera, recently the leader of Russia's Muslim-dominated Chechen region, Ramazan Kadyrov, advised Russia to use low-energy nuclear bombs in Ukraine. After that, the Russian President's Office stated their position on this.

Asked about Kadyrov's comments to Kremlin spokesman Dmitry Peskov on Monday, he said Russia's nuclear doctrine (doctrine) has instructions for use.
Last Sunday, the head of Russia's Chechen region, Ramazan Kadyrov, said that Russia should use low-energy nuclear bombs in Ukraine. He made this comment after the significant loss of Russian troops in the battlefield.

According to Al Jazeera, Ramazan Kadyrov wrote in a telegram criticizing Russia's top leaders for the failure in Ukraine, "My personal opinion is that tougher measures should be taken." They could be martial law in border areas and use of less destructive nuclear weapons.
